After a lengthy and contentious disciplinary process, Joseph Gilles, the Battalion Chief of the Carol Stream Fire Protection District, has been officially terminated from his position.
The decision was confirmed by the district’s board of trustees on Monday, following a unanimous vote. This followed an earlier recommendation from the board of commissioners to end Gilles’ employment.
The disciplinary action stemmed from allegations made by Fire Chief Richard Kolomay, who claimed that Gilles refused to sign a performance improvement plan. The plan outlined several concerns about Gilles' leadership and management abilities, as well as specific goals for his role as a battalion chief. According to the charges, failing to sign the document violated four key conduct rules.
During the hearing, Gilles’ legal team argued that he was never actually ordered to sign the plan, and even if he had been, such an order would have been unlawful. However, the board of commissioners upheld the misconduct charges in March, stating that Chief Kolomay did issue the directive and that the performance plan was a legitimate requirement.
Despite the commission's recommendation for termination, the board of trustees needed to formally approve the decision. After the announcement, several members of Gilles’ family, including his sister Theresa, spoke out in support of him. “The Carol Stream Fire Protection District claims pride, duty, and tradition are at the heart of its values,†she said. “Yet today, you fired a member and leader of your team who is ethical, respectful, dedicated, and committed to both the community and personal growth.â€
Karl Ottosen, attorney for Fire Chief Kolomay, emphasized that Gilles made the choice to disobey orders. “Gilles decided not to follow instructions,†Ottosen said. “He didn’t have to do it. The chief tried to talk to him and help save his career, but Gilles refused.â€
