After a lengthy and intense disciplinary process, Joseph Gilles, the Battalion Chief of the Carol Stream Fire Protection District, has officially been let go from his position.
The decision was confirmed on Monday by the district’s board of trustees, who voted unanimously to accept the earlier recommendation from the board of commissioners to terminate Gilles. This came after a formal hearing that lasted several months, during which allegations against Gilles were thoroughly reviewed.
The main issue at the center of the hearing was an alleged failure by Gilles to comply with an order from Fire Chief Richard Kolomay to sign a performance improvement plan. According to the charges, the plan outlined several key concerns about Gilles’ management abilities, leadership style, and overall effectiveness in his role. By refusing to sign the document, Gilles allegedly violated four specific rules of conduct within the department.
Gilles’ legal team argued during the hearing that he had never actually been ordered to sign the plan, and even if he had, they claimed such an order would have been unlawful. However, the board of commissioners upheld the misconduct allegations this past spring, stating in their official findings that Chief Kolomay did indeed instruct Gilles to sign the plan and that it was a lawful directive.
Despite the board of commissioners' recommendation for termination, the final decision rested with the board of trustees. After the announcement, some members of the public, including several of Gilles’ family members, spoke out in his defense. His sister, Theresa Gilles, emphasized the values of the organization, saying, “The Carol Stream Fire Protection District says pride, duty, and tradition are at the heart of what it stands for. Yet today, you dismissed someone who embodies those very qualities—someone who is ethical, has integrity, respects others, and is fully committed to the team, the community, and continuous learning.â€
Karl Ottosen, attorney for Fire Chief Kolomay, defended the decision, stating that Gilles made a conscious choice to ignore orders. “Gilles chose not to follow instructions,†Ottosen said. “No one forced him to do so. The chief tried to talk to him and offered a chance to save his career, but Gilles refused.â€
