The National Science and Technology Innovation Conference was held in Beijing on July 6-7. Wen Jiabao put forward specific requirements for enhancing enterprise innovation capabilities. First, we must support enterprises in building high-level R&D centers. During the “12th Five-Year Plan†period, national key engineering and technology research centers and laboratories should give priority to the deployment of key enterprises with qualified conditions. Secondly, to deepen the integration of production, education and research with enterprises as the leading factor, we must adhere to the principle of “productionâ€, that is, enterprises should be the leading company. The major national science and technology projects should be organized and implemented by qualified enterprises if the industrial goals are clear. Third, we must establish an open and sharing mechanism for science and technology resources. The scientific research facilities invested and constructed by the state must be open to enterprises. The information and materials obtained by state-supported scientific research activities must be disclosed to the public to the maximum extent possible. Fourth, we must create a fair and open market environment so that all types of enterprises can fairly acquire innovative resources.
Wen Jiabao stressed that it is necessary to maximize support for corporate innovation in policy. It is necessary to establish and improve a stable mechanism for fiscal investment in science and technology, and guide financial institutions to comprehensively use buyer credit, seller credit, and financial leasing to increase credit support for SMEs. Give full play to the important role of capital markets in supporting innovation and entrepreneurship of SMEs. Improve industrial technology policies and support enterprises to adopt new technologies and new processes. Adapt to the trend of the integration of science and technology and industry development, improve the identification of high-tech enterprises. Encourage scientific and technological personnel to work part-time and flow between enterprises and research institutes and institutions of higher learning to support their innovation and entrepreneurship, especially the establishment of SMEs.
