·How to better match the domestic car recall with the world

Recently, reports on GM's global recall have once again brought cars back into public view. In the international auto market, car recalls are being played almost every day. According to the data of the AQSIQ Defective Product Management Center, on June 9th, a number of international car companies including Jaguar and Porsche were announced.
Compared with the frequent recalls in the international market, the domestic recalls have gradually increased since 2013, but overall, it is still significantly less than the international market, especially the recall of self-owned brands, which is always difficult to convince.
The significance of the general event GM has announced four global recalls involving 105,700 vehicles. Since the beginning of this year, the cumulative recall of GM has reached 34, involving 15.9 million vehicles worldwide, setting a new high in the number of recalls of the company over the years.
At present, the recall is still heating up, and the number of traffic accidents and deaths caused by general vehicle failures is also growing. Among them, the most interesting thing is the "Ignition Switch" failure event. The temporarily announced models include Chevrolet Cobalt, Pontiac G5, Saturn ION, Chevrolet HHR, Pontiac Solstice and Saturn Sky. According to incomplete statistics, the failure caused at least 47 traffic accidents in North America and caused at least 13 deaths.
To make matters worse, not long ago, the Canadian Department of Transportation announced that the department is investigating two crashes in Canada that determine whether the cause of the accident is related to GM's ignition switch failure.
It is also reported that GM may have learned about this problem as early as 2001, but did not pay enough attention. If the news is true, GM may face a more serious situation. US Transportation Secretary Fox said: "GM's practices violate the law and they fail to fulfill their obligations to public safety."
The United States is considered one of the countries with the strictest regulation of car quality. As early as 2000, the US government enacted regulations to expand the number of personnel and management authority of the national highway traffic safety management department's investigation agencies, allowing them to directly enter the manufacturer's database for investigation.
The United States is also very penalized for companies suspected of hiding information on car safety.
From 2009 to the beginning of 2010, Toyota's frequent acceleration of vehicles in the world, especially in North America, led to a series of large-scale recalls by Toyota. The total number of global recalls exceeded 10 million, making it one of the largest recalls in history. The United States has filed a class action lawsuit against Toyota to compensate and repair vehicles. In the end, Toyota’s compensation amounted to US$1.63 billion.
After a large-scale recall of GM, the National Highway Traffic Safety Committee is considering improving its working methods to better identify major safety deficiencies.
As a "country on the wheel", the United States has always attached great importance to the safety of automobiles and is the first country in the world to implement a car recall management system. Since the "National Traffic and Motor Vehicle Safety Law" was officially promulgated in 1966, after 48 years of development, a fairly complete motor vehicle recall system has been established.
"Motor Vehicle Safety" in the United States Code, "Failure Non-Compliance Report", "Tire Confirmation and Information Record", "Notice of Defects and Nonconformities", "Civil Punishment and Criminal Punishment" in the Federal Administrative Code "Responsibility for Defects and Nonconformities" provides for the safety recall of motor vehicles.
In November 2000, the US Congress passed the "Enhanced Responsibility and Documentation Act for Vehicle Recall", which supplemented and revised "Motor Vehicle Safety", strengthened the company's responsibility for safety recall, and stipulated that enterprises should establish early warning. The mechanism has the obligation to report defects to the administrative authority in a timely manner.
Need to be more stringent supervision Compared with the US car recall supervision mechanism needs to be more perfect, China's car recall is just getting started, there is still a long way to go.
In this GM global recall, it also involves the Chinese market. It is understood that the AQSIQ has repeatedly urged Shanghai General Motors to recall some products in the Chinese market in a timely manner.
Compared with the repeated large-scale recalls in the United States, the number and number of recalls in the Chinese auto market are much less. In 2013, the company implemented 133 car recalls, involving 5.311 million vehicles, and the recall volume increased by 65.8% year-on-year. This figure reached a record high, accounting for 1/4 of the sales of 2,194,400 new cars that year. However, compared with 2011, the number of US car recalls exceeded 20 million vehicles, which is 1.5 times that of new car sales. This is directly related to the relevant US regulatory agencies, giving enough attention to any failures that may endanger safety issues, and implementing huge fines.
In China, it is much late to implement a car recall. The imperfect regulations for the management of defective automobile product recalls were officially implemented on October 1, 2004, and the more deterrent regulations on the management of defective automobile product recalls were implemented last year. The further improvement and implementation of the regulations will greatly increase the amount of punishment and promote the increase in the number and frequency of recalls of Chinese automobiles.
"However, the implementation of the recall is still not enough." Jia Xinguang, an automobile expert, said in an interview with this reporter that in order to truly solve the problem of car recalls that have long plagued consumers, relevant departments must strengthen supervision. Otherwise, it is impossible to completely eradicate car recalls. problem.
In fact, the current domestic car recall system is difficult to strictly enforce. An industry insider told reporters that self-owned brands have rarely implemented recalls for many years, not to say that quality has passed. Compared with international brands, there is still a big gap in the quality of independent brands. However, due to inadequate domestic supervision and insufficient penalties, these companies are rarely willing to take the initiative to recall defective cars.
On the contrary, some imported cars are afraid of damaging their brand image. Under normal circumstances, they are willing to take the initiative to implement the recall. However, because of the lack of supervision, some international brands have adopted double standards in the Chinese market. In the past few years, Volkswagen adopted a large-scale recall in the global market due to DSG problems. At the beginning, the Chinese mainland market was excluded, and it was not until 2013 that it was recalled in the Chinese mainland market under various pressures.
Some analysts pointed out that this aspect highlights Volkswagen's arrogant attitude in the Chinese market, and it also exposes the problem of lax supervision of automobile defects in China.
The relevant person in charge of the AQSIQ also bluntly stated that the AQSIQ is responsible for the management of defective product recalls, and has always attached great importance to this work and actively promoted the formulation and implementation of the recall system. From the overall situation, China's defective product recall work is still in a stage of continuous exploration and development, and the work base is still relatively weak.
According to the reporter's understanding, in order to improve the ability of vehicle recall supervision, the AQSIQ has convened symposiums and conducted trainings many times. Although there has been great progress, there is no doubt that China's car recalls need more stringent supervision. Only in this way can we Make consumers more convinced.
