Localization of coal chemical equipment is now underway

The soaring international oil prices have made the people of the country look forward to the early production of coal-to-oil projects. Recently, the world's first coal direct liquefaction demonstration plant, the Shenhua Group's one million-ton coal direct liquefaction project, has entered the commissioning phase and is scheduled to be put into commercial trial operation in the second half of the year. The industry’s top concern is the application of the first set of coal direct liquefaction plant technology and the stability of equipment, and how the key sets of equipment for multiple sets of 5 million ton-class coal oil plants will be localized.
The first set of core devices is mainly introduced
Since the coal direct liquefaction project is the first construction in China, there is no mature experience to learn from. The core technology and equipment of the Shenhua million-ton project are exploratory. Although Shenhua uses independently developed technology, it still focuses on the introduction of core equipment.
The introduction is a "double-edged sword". Although it reduces the risk of driving, it will be controlled by foreign countries and will therefore greatly increase the investment and operating costs of the project. At present, the total investment of the Shenhua demonstration project has been increased from the original plan of 7.9 billion yuan to the current total of 13 billion yuan. The increase is mainly used for capital construction and the introduction of major key equipment, as well as the cost of spare parts. In the total investment, equipment costs accounted for 53%. According to the reporter's understanding, during the introduction of key equipment, foreign companies have been increasing their fares by taking advantage of the opportunity. For example, the price of a large-thrust hydrogenation reciprocating pump has increased from more than 2 million US dollars to 3.6 million US dollars. A mechanical expert believes that this set of equipment can be won as long as China’s own research and improvement is as simple as RMB 10 million. However, in order to gain time and ensure the success of the project, Shenhua had to introduce a lot of money.
At present, the Shenhua demonstration project has a total of 2,860 movable and static equipment, the imported equipment accounts for 26% of the total equipment, and the introduction of technology and equipment accounts for more than 35% of the total cost. In addition, the replacement of spare parts for imported equipment and spare parts are also valuable. To solve the two-year spare parts, it is equivalent to the purchase of a new device, but also there is a hidden danger that if the device fails, there may be "far water can not save the near fire."
Domestic research made preliminary results
Obviously, the localization of major key equipment has become a “bottleneck” that restricts the development of coal chemical industry in China. In fact, the Shenhua Group had planned ahead of time when it started, and began to plan the localization of key equipment. In 2002, Shenhua and Shanghai Electric Group initiated the research on equipment localization. In 2005, Shenhua, Shanghai Electric and Sinopec Engineering Construction Company (SEI) cooperated in advance to carry out six special projects. Over the past two years, preliminary results have been achieved.
The Shenhua Coal Direct Oil Production pilot base in Shanghai uses a variety of models of coal slurry pumps developed by Shanghai Electric. Since its installation in August 2006, it has been in good condition after several trial runs. The base-bottom pump and the bottom-reduction pump developed by the research team and the Shanghai Coal Liquefaction Research Center have been continuously improved to solve the problem of seal leakage and the normal operation of the pilot base. In addition, the development of high-pressure coal slurry feed pump has also made progress. At present, special hydraulic rinsing and sealing structures have been developed. The technology has passed the expert acceptance and has also applied for a national patent.
Although the trilateral cooperation has achieved remarkable results, there are still problems in the development of systems, funds, talent, and domestic alloy materials. In particular, public trial platform construction projects have not yet been implemented due to problems involving site selection, peripheral public conditions, and investment funds.
In the face of Shenhua Phase 2's 3 million to 5 million-ton coal-to-liquid direct production line, Shenhua will build a 3 million-ton coal indirect liquefaction production line in Ningxia, as well as several sets of coal that have been approved or being approved by the state in the field of coal chemical industry. In the case of chemical polygeneration projects, the domestic equipment industry obviously cannot adapt to the huge market demand for localization of major key equipment in coal chemical industry.
Key breakthrough must be "thousands of people cake"
In January of this year, the National Development and Reform Commission printed and issued the “Eleventh Five-Year Plan” notice for the development of major scientific and technological equipment and special plans for major industrial technology development. It once again included large-scale coal chemical equipment in major projects. Prior to the Spring Festival, Shenhua, Shanghai Electric and SEI formed a top-level leading group for localization of coal direct liquefaction equipment. The three parties held a meeting to implement the task of localization. Experts are deeply concerned about this long-term, hoping to get support from government departments and the community, as all industries and industries are participating in the assault on China's aerospace technology, so that the localization of coal chemical equipment into thousands of people involved in manufacturing "thousands of people cake." Experts made specific suggestions:
First, the overall coordination mechanism needs to be upgraded. Nowadays, many provinces and cities have set up a working group for the localization of coal chemical equipment, and many companies have cooperated with scientific research institutions to conduct scientific research cooperation. If there are relevant government departments involved in the establishment of a high-level co-ordination and coordination platform, use of national resource organizations to tackle key issues and strengthen system integration, you can achieve a multiplier effect.
The second is to focus on the support system for independent innovation in terms of capital investment. China's high-end equipment industry is thin and has a big gap with the advanced countries in the world. Establishing an innovation mechanism and insisting on independent research and development require more funds. Chen Songye, director of the Shanghai Electric Coal-to-oil Complete Equipment Office, said: “We have invested tens of millions of yuan in the research and development of dynamic equipment, but many companies have low value-added raw materials and thin profits, and they need to increase their investment in science and technology and retain their investment. Talented people have very outstanding financial difficulties. We hope that in addition to macroeconomic policy support, we can also establish special government funds to support R&D."
The third is the introduction of digestion and absorption and re-innovation. Fully track the use of imported equipment of the Shenhua demonstration project, formulate re-innovation programs for introduction and digestion and absorption, master core technologies with independent intellectual property rights, and enhance core competitiveness; at the same time, encourage domestic enterprises to actively cooperate with internationally renowned enterprises to develop equipment and introduce necessary equipment. Design and manufacturing technology.
Fourth, it is imperative to establish a public pilot platform for the development of coal liquefaction equipment as soon as possible. We will promptly apply to the relevant national authorities for the establishment of projects, implement funding channels, complete project proposals and feasibility reports, conduct basic design, and start construction as soon as possible.
