The Horizon Frigate project was originally a joint procurement project for three countries to build a new generation of universal frigates for France, Italy and the United Kingdom. Restricted by the receipt of funds, the French and Italian countries also turned to the development of the multi-purpose frigate FREMM project.

The first French "Horizon" class frigate "Forbin" was launched in March 2005 and is currently undergoing a sea trial.

Italy's two "Horizon" class frigates were built by Italy's return to Ancona Shipbuilding Company. The first "Andrea Doria" was launched in October 2005 and the second "Caio Duilio" is scheduled to be launched by the end of 2007.
