China's Ministry of Communications issued measures to promote vehicle overload management

China's Ministry of Transport has announced new measures aimed at intensifying efforts to combat vehicle overloading and overweight issues. This information was revealed by Minister Li Shenglin during the National Road Maintenance Management Conference held in Jinan on the 13th. The initiative reflects a growing commitment to ensure road safety and protect infrastructure from damage caused by excessive loads. The newly introduced measures focus on strengthening law enforcement on roads, maintaining strict penalties for violations, and taking a firm stance against any resistance or violence toward traffic officers. Additionally, the government plans to enhance supervision at the source of the problem, shifting the focus to key areas such as vehicle weight calibration, management of illegally modified vehicles, cargo loading practices, and driver accountability. This approach aims to achieve full-process oversight of the entire governance system. Economic incentives will also play a significant role in the strategy. The government intends to revise the method of collecting road maintenance fees and tolls, introducing weight-based tolls. This change will lower toll rates for multi-axle and large-scale transport vehicles, encouraging legal and proper loading through economic and pricing mechanisms. Public awareness campaigns will be intensified to shift public perception and eliminate the mindset that supports illegal loading, ultimately creating a more positive social environment for compliance. Legislative improvements are also in the works, with the goal of introducing the "Road Protection Regulations" as soon as possible. This will help formalize and strengthen the legal framework for addressing overloading issues, ensuring long-term effectiveness and consistency in enforcement. Since the nationwide campaign against vehicle overloading began in June 2004, significant progress has been made. After nearly two years of sustained effort, the percentage of overloaded vehicles on highways has dropped dramatically—from an initial 80% to approximately 9.3% today. These results demonstrate that the measures have been effective in curbing the problem and improving road safety across the country.
