“Supervisory Management System” clarified that the hidden dangers of major accidents in safe production of highway water transport projects (hereinafter referred to as “major hidden troubles”) refer to the high degree of harm in the construction process of highway water transport projects, and the difficulty of rectification is relatively large, which may lead to group deaths and injuries. Hidden dangers of safety accidents or safety accidents that cause major economic losses and adverse social impacts.

The major supervision and management of highway water transport projects will be conducted in accordance with the principle of territorial management. The competent department of transportation under the State Council is responsible for supervising and guiding the major hidden dangers in all regions. Major hazards should be handled by other departments, transferred to other departments and registered for future reference.
