China to Build 1,000 Agricultural Resources Stores in Three Years in Nanjing Has Determined to Provide Support for the "One Thousand Villages and Thousands of Hometowns" Market Project Pilot Project

On September 7, it was reported by the Nanjing Municipal Bureau of Commerce that the city has been selected as one of the first pilot cities for the national "Ten Thousand Villages and Thousands of Townships" project. Over the next three years, Nanjing aims to establish 1,000 chain stores specializing in agricultural products, with the goal of opening up rural consumer markets and creating a more convenient, safe, and affordable environment for agricultural consumption. According to the "Nanjing City's 1,000 Villages and Townships Market Project Pilot Work Program," these agricultural stores must be branded under the "Nanjing Wancun Qianxiang Market Engineering Chain Farm Store" initiative. The program sets strict guidelines on the range of products offered. Township-level stores are required to carry a full range of agricultural inputs such as fertilizers, pesticides, and seeds, while village-level shops must offer at least two categories of products, including fertilizers, pesticides, agricultural films, seeds, veterinary drugs, and feed. Additionally, these stores must meet specific standards regarding store size, storage facilities, and distribution efficiency. The plan also mandates clear pricing, a quality control and traceability system, and proper documentation of suppliers and procurement channels. Stores are strictly prohibited from selling counterfeit or substandard goods, and they must comply with all price regulations. Any violations, such as illegal operations or fraud, will result in penalties, including revocation of their chain store qualifications. From this month through June 2006, Nanjing will focus on developing leading shops in county seats and key township centers, using them as models to launch village-level stores. Between June 2006 and June 2007, the construction of backbone stores across all townships will be completed, followed by a full rollout of village-level stores. Currently, Gaochun and Surabaya counties, along with other suburban areas, have been designated as pilot zones for the establishment of agricultural resource stores. Pilot companies include Suguo Supermarket, Suonong Agricultural-Focused Chain Group, and Red Sun Seed Company. This initiative is part of a broader national effort launched by the Ministry of Commerce in April this year, aiming to modernize rural retail networks and improve the overall consumption environment in rural areas. The project plans to build 250,000 rural stores nationwide over three years. Nanjing has taken a leading role in this initiative. Recently, the Ministry of Commerce and the Ministry of Finance announced financial support for pilot projects included in the "Millions of Villages and One Thousand Townships" market project this year. The Nanjing Municipal Bureau of Commerce emphasized that all funds received must reach the enterprises responsible for the project, accelerating the development of agricultural product retail stores in the city.
