Liaoning Province has recently released its guidance list for industrial structure adjustment, outlining a comprehensive strategy to promote advanced manufacturing and phase out outdated technologies. Among the key highlights is the encouragement of 14 general-purpose petrochemical equipment, signaling a strong push towards modernization in the energy sector. These include large-scale ethylene plants, air separation centrifugal compressors, oil refining systems, refrigeration units, and other critical machinery that support efficient and sustainable production.
In addition to these, Liaoning is focusing on developing specialized steel products such as oil well pipes, high-pressure boiler tubes, and long-distance oil and gas pipelines. The province also encourages the development of infrastructure for natural gas storage and transportation, along with upgrades to fuel efficiency technologies. Innovations in chemical production, including caprolactam, ethylene glycol, and acrylonitrile, are being prioritized alongside the manufacturing of advanced equipment.
The automotive industry is also seeing a shift toward greener alternatives, with incentives for the development of fuel cell vehicles, compressed natural gas (CNG) vehicles, hydrogen-powered, synthetic fuel, LNG, LPG, and hybrid models. Electric vehicles are receiving particular attention as part of the broader move toward clean energy solutions.
In the major equipment sector, Liaoning is emphasizing the development of large-scale components for hydropower, thermal, and nuclear power plants, as well as advanced pressure vessel castings and forgings. The basic equipment industry is also being encouraged to invest in high-quality CNC machines and multi-axis linkage systems, which are essential for precision manufacturing.
Alongside these encouraging measures, the guidance list also identifies projects that are either restricted or eliminated. These include small-scale mechanical presses, low-voltage switchgear, and certain types of valves. Notably, outdated drilling rigs, excavators, and welding machines are among the 88 projects slated for elimination, reflecting the province’s commitment to phasing out inefficient and environmentally harmful technologies.
Overall, this updated industrial policy underscores Liaoning’s strategic vision to build a more advanced, sustainable, and competitive industrial base, while aligning with national goals for green growth and technological innovation.
