Liaoning Province recently released its updated guidance list on industrial structure adjustment, outlining a clear direction for the development and optimization of key sectors. Among the highlighted areas, 14 types of general-purpose petrochemical equipment are now encouraged for development. These include large-scale ethylene plant units, air separation centrifugal compressors with capacities over 45,000 cubic meters, oil refining facilities capable of processing up to 10 million tons, and advanced refrigeration systems. Additionally, the list includes reciprocating compressors, high-temperature and high-pressure vessels, heat exchangers, coal liquefaction support equipment, and comprehensive production lines for PVC.
Beyond petrochemicals, Liaoning is also promoting growth in steel-related industries, encouraging the production of oil well pipes, high-pressure boiler tubes, and long-distance oil and gas pipelines. In the energy sector, the province supports the development of crude oil storage and transportation infrastructure, natural gas and refined product logistics, and the expansion of pipeline networks. It also emphasizes upgrading oil products and improving energy-efficient technologies, including caprolactam, ethylene glycol, and acrylonitrile production systems.
In the automotive industry, the focus is on new energy vehicles such as fuel cell, compressed natural gas (CNG), hydrogen, synthetic fuel, LNG, LPG, and hybrid vehicles, alongside electric cars. The marine sector is also being supported, with encouragement for the manufacturing of LPG and LNG ships, FPSO platforms, and offshore drilling rigs with capacities exceeding 5,000 cubic meters.
In the major equipment industry, Liaoning prioritizes the development of large-scale hydropower, thermal, and nuclear power equipment, as well as specialized castings and forgings for chemical and pressure vessel applications. Basic machinery is also encouraged, with an emphasis on high-quality CNC machines and multi-axis precision tools.
The guidance list also identifies restricted and eliminated projects. These include the construction of new mechanical presses below 6,300KN, low-voltage switchgear manufacturing, and small-scale steel valves. Several outdated equipment models, such as the OY-40 oil drilling rig and WP-3 excavator, are among the 88 items slated for elimination. This move reflects the province's commitment to modernizing its industrial base and promoting sustainable, high-tech development.
