Xi'an promotes the explosion-proof technology of HAN hazardous chemicals

In Xi'an, Shaanxi Province, a safety production meeting focused on hazardous gas refueling stations was recently held. The meeting emphasized that stations failing to meet safety standards must either relocate or implement HAN technology upgrades by the end of this year to ensure operational safety. However, recent reports indicate that the adoption of HAN technology in the city has been slow, primarily due to high transformation costs and other challenges. To promote the use of HAN explosion-proof technology, the Xi'an Municipal Work Safety Supervision Bureau has introduced specific measures. First, urban gas stations that do not meet safety requirements must complete relocation or reconstruction by December 31. County-level stations can delay the process until the end of April next year. Failure to comply will result in the revocation of their "Dangerous Chemicals Business Permit," and the industrial and commercial authorities will be notified to cancel their business licenses. Second, stations that meet safety standards but are located in densely populated areas or near critical facilities are encouraged to adopt HAN technology for upgrades. Third, all refined oil tanker trucks entering and exiting the city must also undergo HAN technology upgrades. According to an official from the Dangerous Goods Division of the Xi'an Work Safety Supervision Bureau, there are currently 579 gas stations in the city. As of late November, few stations were reported to require HAN technology implementation. The main obstacle remains the high cost of renovation. A gas station operator revealed that the cost of HAN technology per cubic meter is about 3,500 yuan, with a single tank costing over 30 million yuan. Relocation expenses are even higher, making it difficult for many operators to proceed with the required changes. Despite the regulatory pressure, the slow pace of HAN technology adoption highlights the need for more financial support or incentives to encourage compliance. The local government is reportedly considering ways to ease the burden on small and medium-sized gas stations while maintaining strict safety standards. This ongoing challenge reflects the delicate balance between public safety and economic feasibility in the energy sector.
