As the petroleum and chemical industry enters a crucial phase of its 11th Five-Year Plan, it urgently needs a unified, efficient, and coordinated service mechanism that can support its growth and ensure sustainable development.
Five years ago, with the dissolution of the National Petroleum and Chemical Industry Bureau, the traditional industry management framework that had existed under the planned economy gradually disappeared. Although the China Petroleum and Chemical Industry Association was later established, along with various local government bodies and industry associations, the resulting decentralized model has failed to create a cohesive and effective coordination system. This fragmentation has led to a lack of overall planning, weak safety management, no centralized approach to pollution control, and limited guidance for innovation. As a result, the industry has faced more accidents, environmental issues, and chaotic competition.
For example, last year, the State Council’s safety committee conducted an unprecedented safety inspection in the hazardous chemicals sector, which shocked the public. Similarly, the "environmental protection storm" that swept through the oil and chemical industry at the beginning of this year highlighted the urgent need for better oversight. If the administrative authorities were removed, the industry could develop a self-regulated, collaborative, and service-oriented mechanism that aligns with market economy principles. Through mutual discipline and collective effort, the industry could make meaningful progress in safety and environmental protection, showing society that these challenges can be solved internally. However, when national-level interventions are required, they often damage the industry's reputation and hinder its development.
Now, with the introduction of a point-to-face collaboration mechanism, the industry can unify its service and coordination efforts at a higher level. By sharing information and resources, the industry can mobilize its full strength in a way that is fundamentally different from previous administrative models. This will help promote healthy and rapid growth while addressing major developmental challenges quickly and effectively.
We have every reason to believe that as the interaction system between national and local industry associations and management agencies continues to improve, the petroleum and chemical industry will enter a new era marked by health, order, and speed.
